Australia鈥檚 higher education sector was hit hard by the COVID-19 pandemic. Student and staff numbers declined, and the government assistance afforded to other sectors was all but missing for universities. In a callous example of abandonment in an hour of need, Australia鈥檚 international students were similarly ignored by the federal government.
International Student Policy in Australia: The welfare dimension tells the story of how successive governments have chosen a conscious form of what is effectively policy inaction on international student welfare since well before COVID-19.
The politics of policy during the pandemic is a significant part of the narrative, but it only tells part of the story. International Student Policy in Australia examines the policies and laws that regulate the lives of international students in Australia. Professor Gaby Ramia examines the political, policy, governance and regulatory contexts within which international student rights and welfare are determined in Australia and interrogates specific thematic areas 鈥 including racism, discrimination and violence, health and wellbeing 鈥 and the means by which students have dealt with crisis situations over the past 20 years.
International Student Policy in Australia: The welfare dimension provides an analysis of international student welfare amid questions of policy action and inaction in the management of multiple crises, within an era of massified international education, drawing implications for policy and legal reform and providing a revised policy agenda for a post-pandemic future.

In the face of escalating water scarcity, effective water management has become a central concern globally. The Murray鈥揇arling Basin, spanning over a million square kilometres across four states and one territory, is a lifeline for Australian agriculture and rural communities.
Cultivating Community: How discourse shapes the philosophy, practice and policy of water management in the Murray鈥揇arling Basin dissects the prevailing environmental discourses shaping water policy in the Murray鈥揇arling Basin and assesses their implications for both the environment and for farming communities.
Drawing on five months of extensive field research among farmers and Murray鈥揇arling Basin Authority officials, Dr Amanda Shankland presents a nuanced understanding of farmer perspectives within the broader policy discourse. By examining the interplay between environmental discourses and farmer knowledge, Shankland sheds light on how different ideologies shape policy decisions and, subsequently, impact water management practices.
Central to the book鈥檚 contribution is the identification and analysis of four key environmental discourses prevalent in the Murray鈥揇arling Basin: administrative rationalism, economic rationalism, democratic pragmatism, and green environmentalism.
Against the backdrop of looming water scarcity and the declining health of the Murray鈥揇arling Basin, Cultivating Community challenges these dominant discourses by highlighting a new perspective, community centrism, which emphasises community-based cooperation and engagement in water management. By amplifying farmer voices and advocating for a more inclusive approach to policy deliberations, Cultivating Community paves the way for alternative futures in water management that prioritise social values alongside economic and environmental considerations.
Cultivating Community is a timely and indispensable resource for charting a path towards a more resilient and equitable water future in the Murray鈥揇arling Basin and beyond.

Four decades ago, faced with a series of economic, political and social crises, business and government leaders in Australia and many other nations were convinced by a well organised ideological insurgency of the need for what at first was presented as a series of technical changes in economic policy. However, neoliberalism quickly became a revolutionary agenda for re-ordering the social democratic state.
Captured: How neoliberalism transformed the Australian state directs attention to the central role of state power not just to remake markets, but also to remake a broad swathe of political life, social policy and citizenship.
In seeking to undermine the power of organised labour and 鈥渦nleash鈥 market capitalism, neoliberalism promised a surge of competition, productivity and common prosperity. For the wealthy few, this has indeed been an historically unprecedented time of capital accumulation, but for most, the results have been profoundly disappointing.
Today, neoliberalism is in crisis. We are living through an age of great instability, disillusionment and despair. Inequality of income and wealth has been rising; a majority of workers have experienced long-term declining relative living standards; corporate political and market power has reached historic levels; and younger generations are increasingly giving up the expectation of attaining the living standards of their parents. The status of prevailing neoliberal ideas and policy is in increasing disarray.
But without a coherent understanding of the ideas and interests driving neoliberalism, many people have turned to incoherent populism for an explanation and salvation and, failing that, even to forms of nihilism. Disillusion and anxiety constitute the dominant mood among the economic and policy elites, within Australia and internationally.
Captured presents a series of case studies from leading public policy experts, building critical new insights into the malaise that has characterised the neoliberal era. This book tells the story of how a small group of economists and lobby groups with a universalising agenda of radical change used neoliberalism to transform the state, and of the destructive effects of those policies on everyday life. Captured includes critical accounts of neoliberal policy and speculates on the likely future of neoliberalism as a form of political power and governmentality in Australia.

Australia is at a much-needed turning point in work, care and family policy. Australian women, families and communities are struggling to manage the complex demands of work and care.
Rapid social and demographic change, alongside new workplace, labour market trends and the aftermath of the COVID-19 pandemic, requires a policy revamp that will allow all Australians to work, care and be cared for.
In seven chapters authored by leading scholars in the field, At a Turning Point: Work, care and family policies in Australia provides a comprehensive account of key policy areas that shape the experience of work and care across the life course. These include reproductive wellbeing, paid parental leave, early childhood education and care, flexible work, elder and disability care, and equitable systems of tax and transfer payments.
At a Turning Point argues that a new social contract that puts gender equality, economic security and the well-being of carers and those they care for at the centre of policy design is essential to national productivity and prosperity.
It is the foundation of a good society.

Who keeps telling smokers they can鈥檛 quit without help?
For decades there have been far more ex-smokers than smokers, and an estimated 75% of smokers quit without drugs or professional help.
But smoking cessation is a global phenomenon serviced by multibillion-dollar industries, including the pharmaceutical and e-cigarette sectors and health professionals. These industries try to denigrate unassisted cessation and promote their products and services 鈥 鈥渨eapons of mass distraction鈥 鈥 as essential to successful quitting.
This contributes to the medicalisation of a process that, before these products were available, had a natural history where drugs and expertise were absent, yet millions of people around the world still quit.
Simon Chapman AO is one of Australia鈥檚 foremost experts on strategies to minimise harm from tobacco. In Quit Smoking Weapons of Mass Distraction, he reviews the early history of quitting smoking and the rise of assisted quitting, and gives insight into the forces that have tried to undermine smokers鈥 agency to stop. Chapman also provides actionable policy solutions to help people actually quit smoking.
"This is a splendid read for anyone interested in what really works to reduce smoking, and what helps to keep Big Tobacco in business." 鈥斅燤ike Daube AO, Emeritus Professor in Public Health, Curtin University
"Chapman is indispensable reading for anyone wanting to help the billion-odd smokers end their addiction. A powerful and important book!" 鈥 Robert N. Proctor, Professor of the History of Science at Stanford University

Buying and Selling the Poor ventures behind the scenes of the multibillion-dollar welfare-to-work system, offering new insights into how Australia responds to unemployment and disadvantage. As the authors tell the story of four local employment offices, they paint a vivid picture of a critically important social service which many people are aware of but which few properly understand. They also reveal the wider impacts that processes of marketisation and welfare reform have had on these frontline services over decades, and how the work of frontline staff and service providers has been transformed.
Buying and Selling the Poor looks closely at how these services operate, why some succeed where others fail, and what can be learned from the stories of staff and clients who have navigated the system. Three decades into this market experiment, how well are we doing in supporting our most vulnerable citizens to get back to work?

The animal agriculture industry, like other profit-driven industries, aggressively seeks to shield itself from public scrutiny. To that end, it uses a distinct set of rhetorical strategies to deflect criticism. These tactics are fundamental to modern animal agriculture but have long evaded critical analysis. In this collection, academic and activist contributors investigate the many forms of denialism perpetuated by the animal agriculture industry. What strategies does the industry use to avoid questions about its inhumane treatment of animals and its impact on the environment and public health? What narratives, myths and fantasies does it promote to sustain its image in the public imagination?
鈥榩owerful, timely and essential鈥 鈥 David Nibert, author of Animal Oppression and Human Violence: Domesecration, Capitalism, and Global Conflict
鈥Meatsplaining equips us to identify the lies at the heart of animal agriculture. It鈥檚 an excellent and timely compilation on an exceedingly vexing problem.鈥 鈥 Carol J. Adams, author of The Sexual Politics of Meat and Burger
鈥Meatsplaining is the first book to give an apt name to the animal agriculture industry鈥檚 relentless campaign of disinformation and denialism 鈥 Written in a clear, lively, and accessible style, Meatsplaining will surely educate the public about the horrors of animal agriculture.鈥 鈥 Marc Bekoff, author of The Animals鈥 Agenda: Freedom, Compassion, and Coexistence in the Human Age
鈥楥ruelty thrives in secrecy, and the meat industry is highly skilled at concealing the routine abuse and misery that flourishes on modern farms. Meatsplaining聽cuts through the spin, and exposes the meat industry's massive PR machine. It explores how Big Meat uses language, obfuscation, and denial to misdirect the public's attention away from its commodification of sentient animals, environmental devastation, and the looming health crisis caused by eating animals. This book is a must-read for animal advocates, and anyone else who no longer wants to be lied to.鈥 鈥 Camille Labchuk, Executive Director, Animal Justice
鈥楾his book 鈥 provides a necessary corrective to the fantasy world created by meat industry propaganda. As we grapple with a global zoonotic pandemic and biodiversity crisis, it is urgent for us to 鈥 start thinking clearly about who and what is on our plates.鈥 鈥 John Sorenson, Brock University

Prophecy, Fate and Memory in the Early and Medieval Celtic World brings together a collection of studies that closely explore aspects of culture and history of Celtic-speaking nations. Non-narrative sources and cross-disciplinary approaches shed new light on traditional questions concerning commemoration, sources of political authority, and the nature of religious identity. Leading scholars and early-career researchers bring to bear hermeneutics from studies of religion and literary criticism alongside more traditional philological and historical methodologies.
All the studies in this book bring to their particular tasks an acknowledgement of the importance of religion in the worldview of antiquity and the Middle Ages. Their approaches reflect a critical turn in Celtic studies that has proved immensely productive across the last two decades.

Letters to Australia is a collection of Julius Stone鈥檚 radio talks, originally broadcast by the Australian Broadcasting Commission between 1942 and 1972. Recently discovered in the nation鈥檚 archives, they take the reader back to the mid-20th century, bringing to life the people, events and the sweep of affairs during World War II and its turbulent aftermath, the hopes and fears of individuals and nations. They tell much of Australia鈥檚 role in that world and that era. More than anyone else at that time, Julius Stone gave Australians a sense that they were part of the world and could, and should, seek to influence these events. Volume 4 contains 131 essays from 1952 and 1953.
These years, like the two preceding, saw incremental change. The Korean War ended, but only after long negotiations over the fate and rights of prisoners of war; the debates over the development of unified economic and political structures in Europe grew; and, with Stalin鈥檚 death and Beria鈥檚 fall, the Soviet Union began its slow evolution towards glasnost and perestroika and eventual dissolution, decades later. In the Pacific, Australia entered a multi-lateral, ANZUS, excluded the United Kingdom, consolidating the nation鈥檚 independence of Britain; Communist China pressed its claims to replace Taiwan on the Security Council; Queen Elizabeth II began her long reign; and adventurism by Egypt set the stage for the Suez crisis of 1956. In Asia, conflict in Vietnam grew, even as war ended in Korea. In Europe, West Germany grew in economic strength, its position between east and west still ambivalent; while the Soviet grip on eastern Europe grew in strength, intensifying their autocracies. The east-west balance of the great powers, and seemingly endless talks on nuclear disarmament, continued; but even in that atmosphere of stalemate, the emergence of NATO and of the Warsaw Pact as military alliances created some change 鈥 the growth of a sense that a balance of power between East and West could be sustained, could be lived with. Julius Stone had much to discuss.

One Planet, One Health provides a multidisciplinary reflection on the state of our planet, human and animal health, as well as the critical effects of climate change on the environment and on people. Climate change is already affecting many poor communities and traditional aid programs have achieved relatively small gains. Going beyond the narrow disciplinary lens and an exclusive focus on human health, a planetary health approach puts the ecosystem at the centre. The contributors to One Planet, One Health argue that maintaining and restoring ecosystem resilience should be a core priority, carried out in partnership with local communities.
One Planet, One Health offers an integrated approach to improving the health of the planet and its inhabitants. With chapters on ethics, research and governance, as well as case studies of government and international aid-agency responses to illustrate successes and failures, the book aims to help scholars, governments and non-governmental organisations understand the benefits of focusing on the interdependence of human and animal health, food, water security and land care.

The provision of social services in Australia has changed dramatically in recent decades. Governments have expanded social provision without expanding the public sector by directly subsidising private provision, by contracting private agencies, both non-profit and for-profit, to deliver services, and through a number of other subsidies and vouchers.
Private actors receive public funds to deliver social services to citizens, raising a range of important questions about financial and democratic accountability: 'who benefits', 'who suffers' and 'who decides'. This book explores these developments through rich case studies of a diverse set of social policy domains. The case studies demonstrate a range of effects of marketisation, including the impact on the experience of consumer engagement with social service systems, on the distribution of social advantage and disadvantage, and on the democratic steering of social policy.

In December 2012, Australia became the first nation in the world to require all tobacco products to be sold in standard 鈥榩lain鈥 packs under the leadership of the then Health Minister Nicola Roxon. Tobacco companies have had global apoplexy about the law. Humiliated in the Australian High Court with a six-one defeat, their hopes now rest with deterring other nations from following suit by pursuing international trade law action.
With a combined 50 years of research and advocacy experience in tobacco control, Simon Chapman and Becky Freeman set out the evidence for the importance of plain packaging in striking at the heart of what remains of tobacco advertising. They examine the history of the idea, the tobacco industry鈥檚 frantic efforts to derail it, and the early evidence for its impact. Most importantly, they give tools to policy makers in other countries wanting to make the best case for plain packaging and to defend it from the inevitable attacks that will follow.

Diabetes, obesity and their related diseases make up one of the greatest challenges to human health in the 21st century. In A Modern Epidemic: Expert Perspectives on Obesity and Diabetes, a diverse group of researchers and clinicians from the University of Sydney has joined forces to discuss how to tackle these major health challenges.
Obesity and diabetes are not just problems for the individual. They pose risks to the environmental, psychological and economic stability of the entire world. The solutions, therefore, need to be equally wide-ranging and accessible to all. Acknowledging this, the authors write in an engaging style about the causes and consequences of obesity and diabetes, as well as prevention and treatment: how to identify and mitigate the risk factors, deliver targeted and effective healthcare, and formulate global strategies to ultimately turn the tide on the 21st century's most devastating diseases.

First published in 1976, The Search for Security in the Pacific 1901-1914 is the first volume in a pioneering two-volume history of Australia's relations with the world, from the founding of the Commonwealth to the Great War and its immediate aftermath. This book is based on wide-ranging research in collections of personal and official papers in Australia, Britain, the United States and Canada and offers original insights into Australia's political culture. In taking the story up to the outbreak of the European conflict it shows the great impact that the looming presence of East Asia had on Australia's perception of the world and on the evolution of a distinctive defence and foreign policy.
It tells the story of how in an age of race nationalism the fear of Asia led first to the making of the Commonwealth and the White Australia policy and then after Japan's defeat of Russia in 1905 to the potential prospect of a military invasion from the north. This sense of an 'Australian Crisis' pervaded the whole society and found expression in poetry, plays, novels, cartoons, at least one film, newspaper editorials as well as political speeches. To meet this threat Australian leaders, against all the advice from the British authorities, introduced compulsory military training and established a navy and a fledgling air force.
The outbreak of the European war found the Australians resentful about the British betrayal and anxious to know what the Empire's involvement in that conflict might mean for the Pacific. This divergence of security concerns created tension between Australia's community of culture and its community of interest, between its British identity and its geopolitical circumstances.
